FINAL MEDIA REPORT – Ukrainian Referendum 2000

The MET sought to evaluate whether the media provided objective and balanced coverage of the issues connected with referendum for voters to make qualified and well-informed choice. The monitoring was carried out from the 19 March through 19 of April 2000 using qualitative and quantitative method of analysis. Quantitative analysis measured the total amount of space and time devoted for referendum coverage on four national TV stations, two Kyiv based channels and seven national newspapers. Qualitative analysis evaluated whether the information about referendum was positive, negative or neutral in its content. In addition, MET focused on the distribution of the time and space between state administration, ruling parties and opposition.
