VIDEO-SHARING PLATFORMS AND THE FUTURE OF THE CONTENT REGULATION

The webinar on video-sharing platforms and the future of content regulation took place on June 2020 via Zoom application, and was organised by the Council for Broadcasting and Retransmission (Slovak Media Authority) and MEMO98.

The debate focused on the new video-sharing platforms regulation that was introduced by the latest change of the Audiovisual Media Service Directive. This was the first time the EU law addressed content-related questions on any kind of digital platform, and many practical issues have remained open. But it is also the future implications for some of the most pressing issues connected to current regimes of content moderation on the platforms - e.g., transparency and user rights - that are worth examining.

The debate has its roots in the blog exchange between Joan Barata, media consultant and researcher on intermediary liability at Stanford’s Cyber Policy Center, and Lubos Kuklis, chief executive of Slovak Media Authority and ex-chair and current board member of ERGA. Although this is not to be the conclusion of the debate, as the implementation period for the Directive is coming to an end, the time for an intense exchange on the topic was probably never better. They were joined by Krisztina Rozgonyi of the University of Vienna, Ben Wagner of the Vienna University of Economics and Business, and Mark Bunting, of OFCOM.
