Our expert worked for the Venice Commission in Kyrgystan conducting a training on media monitoring for journalists held on 6 November 2017 as well as a workshop for a working group tasked with developing a final media monitoring report in connection with the 2017 presidential election. More specifically, the expert’s role was to enhance the existing capacity in media monitoring and help the final report drafters from the Media Development Center to understand what to focus on in the final monitoring report.
Given the importance of the election and the significant role played by the media, it was important to conduct a monitoring of the media coverage, including in the regions. In the absence of proper enforcement of the campaign coverage rulers and given the significant problems the media in Kyrgyzstan face, it remains to be very important to provide an independent assessment of the media coverage by a prominent NGO. At the same time, the local NGOs still lack sufficient capacity to review the monitoring results against the international standards and best practices. As such, it was important to include the international expertise in the project so the results and reports could meet higher quality criteria and could serve as a basis for assessment by different people and groups, including international observers.
